Few school districts have policies that address transsexual student & staff transitioning. Here are a few that have policies that preserve the transsexual's dignity & privacy:
Dade County, FL (YES Institute): http://www.yesinstitute.org/gender/ The YES Institute gets a B: they're mired in the mental illness paradigm and their restroom policy could be misunderstood--they actually advocate using the standard restrooms appropriate to Gender Expression. Their anti-violence program is solid; the Gender Safety Leader program is inspired.
